According to RNCOS's Global CCTV Market Analysis (2008-2012) report, Asia was followed by the Americas and Europe. The research highlighted the growing demand for security surveillance systems in China, India, Singapore and Taiwan, all of which are serving to drive the region's CCTV market. It highlighted residential security, public place security, workplace security and security of supply chains as the four areas in which video surveillance systems play a key role. RNCOS also claimed that the US and European markets are reaching maturity now, while there is potential for further growth potential in Asia. "However, IP based surveillance systems have yet to grow as the video surveillance market is undergoing a transition phase from analogue video to IP video," it concluded. The report indicated that technology manufacturers are offering more intelligent features with their products to drive demand for IP cameras – features such as image recognition, image tracking and response and alert. According to the Flintshire Chronicle, proposals are currently being considered that would see all North Wales authorities move their CCTV monitoring services to the base, allowing a control team to monitor footage centrally. However, Mold Town Council has asked for assurances that the move will not hinder its security surveillance systems, after it "invested heavily" in having them upgraded recently. Town clerk Fred Boneham told the newspaper: "The town has a financial stake in CCTV. It's important for the ongoing safety of the people of Mold and we want to make sure that the investment the town council has made is returned." However, a spokesperson for Flintshire County Council said that all six of the councils in North Wales have agreed to consider combining their CCTV operations into a single control room in order to cut costs and modernise surveillance in the area. Meanwhile, Newport City Council, in the south of the country, is considering cutting the number of hours that its CCTV systems are manned, in an attempt to cut costs, according to the South Wales Argus. According to the Saffron Walden Weekly News, the current security surveillance system is made up of 17 cameras and costs £9,870 to maintain. However, acting town clerk Adrian Webb has launched a review to look at ways of improving the system, with up to £5,000 expected to be set aside for upgrades in the upcoming budget. Inspector Kevin Wakefield told the news provider: "CCTV is used to great effect in Saffron Walden. "Every time there is an incident in the town centre, officers will collect the CCTV and analyse it to see how it can help an investigation." He added that it is hard to compare CCTV in a town like Saffron Walden against systems utilised in larger towns such as Chelmsford, because the latter is well lit, busier and can afford to pay for 24-hour monitoring. However, a police chief has announced that how they are used should be rethought, to make them more helpful, according to the Calgary Sun. The two-year pilot scheme for the video surveillance system has just come to an end and the local government is set to deliver the report on Wednesday. They are expected to announce that the cameras were used 93 times in the period. Rick Hanson, the Calgary Police Chief, told the news provider that what is important is the "strategic application" of the video surveillance system. "In other words, [we must] move the cameras around to different areas where there is a need, rather than add cameras, and add cameras and add cameras," he said. Calgary has 16 cameras in its downtown area; there are currently no plans to expand the system. That is according to a report in DNA India, which revealed that an application for footage at DN Nagar police station by Sanjay Shrivastava and his friends was met with claims by officials that although cameras were installed at the site, it had no recording facility. The news provider reports that CCTV cameras have been used by the police to catch criminals, but that a Right to Information application by Mr Shrivastava, who accused a policeman of assaulting him after his arrest, was met by the unexpected response. The application was filed with the additional commissioner's (west region) office in December. However, DNA reports that the reply stated: "CCTV is available but recording is not." DVR software allows not only for the recording of analogue CCTV cameras to hard disk, but also provides a scalable solution that can be expanded at any time.
